What is Olarila Big Sur 11.2.raw?

Unlike a standard macOS installer (which is a .app bundle or a dmg), the Olarila images are pre-made, bootable raw disk images. The file ending in .raw is a sector-by-sector copy of a USB drive that already contains a fully configured Big Sur 11.2 installer.
